BONNEY LAKE, Wash. -- Some local residents are steaming with anger over half-naked baristas who serve coffee wearing bikinis or, in some cases, no top at all.

The residents are demanding city leaders make it illegal for women to show so much skin, and the city is seeking legal advice to put an end to the practice.

The coffee stand is getting the cold shoulder from some who call their behavior lewd and offensive.

"If someone wasn't aware of what was going on and they just go through with their son and they see that, (if I were that someone) I would just be totally offended," said Sarah Thor.

Jeff Barrack, who also opposes the coffee stand's practice of using scantily-clad baristas, said he asked several men how their wives would feel if they were to stop at Cowgirls.

"And every single one of them to a T said if they were in line and their wife drove by there'd be trouble when they got home,'" said he said.

Cowgirls Espresso CEO Scott Arbuckle argues what the customers see at his store is no different from what what they'd see at the beach.

When asked whether it was acceptable for the baristas to dress as if they were at the beach since they were, in fact, working at a coffee stand, Arbuckle acknowledged that the two locations were distinctly different, which is exactly why his baristas' attire has been attention-grabbing.

"That's right and that's why we're having this conversation," he said. "It's unusual, its unusual and it's different. It didn't just happen yesterday."

Arbuckle said he doesn't believe he's exploiting his young employees

"Our standards go well above what the law requires. We would never compromise our employees," he said.

Bonney Lake Mayor Neil Johnson agrees state laws allow residents to go to work in beach attire; however, he said, there are city ordinances to think about.

Johnson said what the coffee shop is doing may not be illegal, but it's not exactly just selling coffee either.

"It should be in the adult entertainment zone which we have in the city," he said.

The city is now looking into whether the coffee stand violated any city ordinances.
